Often not yet, and I will say so. Below a certain volume a well-configured off-the-shelf tool plus a tightened process beats a build comfortably. The trigger is usually not size but coordination cost, which shows up when someone spends most of their day being the routing algorithm.

That is the design constraint, not a nice-to-have. The driver-facing surface stays deliberately small (accept, navigate, confirm, capture proof) because anything more gets worked around by someone holding a phone in the rain.
